I ask myself how to conduct sample size tests for discrete choice experiments. I found a paper with a code for R, but is doesn`t work. Is there any posibility to do it in nlogit or with stata?

What exactly do you mean with "sample size test", is this a statistical hypothesis test?
Minimum sample size requirements are computed automatically in Ngene (if reliable priors are provided), I am not aware of these computations existing in Nlogit or Stata. These computations are based on the covariance matrix (which can be computed in Nlogit and Stata) and parameter values (or their priors), so you can probably do this manually quite easily. These computations were first proposed in Rose and Bliemer (2013).
