During the last weeks I spent more time thinking about the problem and came up with the following Ngene code, which seems to work:
;alts = alt1, alt2, SQ
;rows = 12
;alg = mfederov(candidates=100)
;eff = (mnl,d)
;con
;require:
SQ.ZONE=2,
SQ ...
